You stated “Jennifer Sullivan took it upon herself to make budget amendments.” That is false. One council member cannot “make budget amendments.” I prepared a RECOMMENDATION suggesting budget cuts to avoid dipping into reserves by $860,000 to balance the budget. The city council UNANIMOUSLY approved the suggested budget cuts with revisions. The city manager had the opportunity to raise objections or make changes to the suggestions, but did not do so. City council was in total agreement.

On December 7 you emailed me “Why did you do the budget amendments rather than direct staff to do it?” My response, “As a council member, I am not allowed to direct staff. I have requested at numerous council meetings for a plan to be prepared and presented to council to get the fund balances to a year-round healthy state, but none has been submitted in writing. It was placed on the agenda and anyone had the opportunity to present a plan for council’s consideration.” Why did you write your article, but leave out my statement that you solicited that clearly explains what REALLY occurred?

Your article suggests Sealy has a reputation for being a very difficult place to build business. However, business is booming in Sealy. Just this year council has approved agreements submitted by EDC with: Hendrix Industries, Maass Flange, Brazilian Jiu-Jitsu, Anchor Manufacturing, Harvest Moon, Bellville Medical Center, and numerous Historic District grants and $250,000 in local stimulus funding to help small businesses in Sealy affected by COVID-19. Sealy city council has a proven track record of supporting business.
