Former Sealy City Manager Warren Escovy attended his last Sealy City Council meeting as a City of Sealy staff member Tuesday, Jan. 4, where former Sealy EDC Executive Director Kimbra Hill attended her first meeting as the Acting City Manager.

Hill recommended Main Street Manager Chelsea Humes to fill the Interim SEDC Executive Director position.

Following Tuesday’s executive session, the council approved Humes to assume Hill’s former role with an accompanying 10% pay raise. Hill confirmed after the meeting that Humes would concurrently hold the EDC Director and Main Street Manager roles.

The Sealy City Council acknowledged the resignation of Escovy and announced Hill as the incoming interim City Manager during the special meeting held Wednesday, Dec. 16, 2021, at the W. E. Hill Community Center.

Escovy started his third stint as the City of Sealy’s Interim City Manager after the departure of Lloyd Merrell Dec. 21, 2020, and was eventually hired for the full-time position during the April 20, 2021 regular meeting.

Hill started as the EDC’s Executive Director Jan. 1, 2021, after Robert Worley submitted his resignation at the end of 2020. She had previously served as the city’s Main Street Manager.

Escovy had submitted his resignation notice Dec. 9, 2021, and Hill was appointed acting City Manager Monday, Dec. 20, 2021. Hill will be officially appointed Interim City Manager on his final day as a Sealy staff member, Jan. 7.
